Based on the relationship between social organizations and the government，this article has a comparative case analysis of two representative organizations，from the dimension of the internally autonomous path and externally coordinated path. This article also uses 4C Model to analysis the interaction between social organizations and the government. Under the selective support of government，the two kinds of social organizations，“Up to Down” and “Down to Up”，should get governments’ support or permission，in the meanwhile，attain and use resources independently，in order to achieve the fundamental purposes of organization.
