根据边际报酬递减规律,资本应该大量从富国流向穷国,而这与FDI大量流向富国的事实严重不符,其中的重要原因就是富国具有较高的人力资本存量,这就是著名的“卢卡斯之谜”。本文利用中国省际面板数据,分析了FDI(外商直接投资)的区位决定因素,回归结果显示就全国而言,人力资本存量与FDI的流入负相关,但是在区域层次上,人力资本与FDI的流入正相关,从而在一定程度上,验证在中国各区域之间“卢卡斯之谜”的存在性。
<<According to the law of diminishing marginal returns,capital should flow from rich countries to poor countries,which is inconsistent with the fact of FDI flowing to rich countries in very large scale. The important reason is that the rich countries have a high human capital stock,that is,the famous “Lucas Paradox”. Based on China inter-provincial panel data,this paper analyzes the FDI location decisions. The regression results show that,at the national level,the stock of human capital is correlated with FDI inflows negatively. However,at the regional level,the stock of human capital is correlated with FDI inflows positively,which,at certain extent,certifies the existence of “Lucas Paradox” in China different regions.
