Local governments play an important role in the distributing of regional environment resources. This paper has constructed the objective function of local governments，and researched the dynamic relationship between economic development and pollution emissions，and then verified it by use Chinese provincial-level panel data of 1994-2006. Faced with the dissatisfied situation，the central government need to change the internal driving force of the local governments.
