As women increase their awareness of citizenship，they begin to expect more highly than before that the women’s federations perform their due functions. The Women’s Federation as the biggest women’s organization in the world occupies a special position in the Chinese state administration and has political and organizational advantages over other non-governmental women’s organizations. These advantages are its resources. This paper examines public questions and expectations of women’s federation that were reflected in the “Deng Yujiao Incidence” and proposes to improve its performance based on analysis of its advantages and internal limitations in the delivery of its functions.
