本文对印度喀拉拉邦和泰米尔纳德邦的妇女赋权过程进行了比较分析。虽然印度喀拉拉邦和泰米尔纳德邦拥有相似的公职预留政策和社会发展水平,但在农村地方政府的妇女赋权水平上却存在着巨大差异。在此基础之上,本文讨论了影响妇女赋权的关键因素,主要包括喀拉拉邦妇女能够跨越公职预留政策的限制、坚持维护自己的政治参与权利、更高程度的政治动员,目前该邦半数以上的公职由女性担任,并能够维护女性的权利。此外,本文还就女性领导应对全球化挑战和维护贫困人口生存权的能力进行了讨论。

This paper compares empowerment process in two states of India (Kerala and Tamil Nadu) with similar policy of reservation and the levels of social development. However,they have a large difference in the level of women empowerment in rural local government. This paper brings out various factors critically affecting women empowerment basing on the experiences of Kerala and Tamil Nadu. In Kerala,women can overcome the limits of reservation and assert their rights for political participation. Because of higher level of political mobilization,more than 50% of the positions are occupied by women in current Kerala. This paper also explains the capacity of women leaders to cope with challenges of globalization and to protect the livelihood rights of the poor.
