Social capital is the base of preservation of environment in country community. Social capital can break the plight among prisoners，impel people to observe the rules of preservation of environment，solve conflict on interest in preservation of environment and resist inbreak of the foreign pollution. Because the course of urbanization is becoming quick and the force of market and government is penetrating into the community，social capital in country community in China is losing currently，which is the primary reason for rural depravation of environment. The losing of social capital is temporary. Social capital can be constructed again in present-day country community. The social reconstruction of social capital will follow the road which combines tool logos with value logos.
