NGO is a bridge between our Party and the mass，a bond for the government to link market and society，and an important force to build a harmonious socialist society.Therefore，it is significant for strengthening social building and social governance，advancing innovation of the system of social administration，and increasing citizen’s participation in the social governance and community building to promote the development of NGOs and give full play to their unique function.The third sector，which is composed of various kinds of relatively independent，well-organized，and vibrant NGOs，is indispensable to a just，healthy and harmonious society.It conduces to cultivate people’s awareness of citizenship，participation and volunteerism，to respond sensitively to the needs of the disadvantaged，to reduce poverty and inequality，to enhance individuals’ability and values，and to improve public policy making. <<
