分类管理是我国社会组织管理制度改革的思路,对于分类的标准,不同的研究者有不同的看法。本文从支持性和操作性社会组织两分法出发,在借鉴国外关于支持性社会组织研究的相关成果的基础上,论证通过支持性社会组织管理操作性组织,实现社会自治、创新我国社会组织管理体制的可能性。随后分析支持型社会组织在第三部门发展中的行业引领、部门桥梁和行业自律等三大功能。针对我国支持型社会组织发展中存在的不足,提出了开通合法化渠道、保持适度规模、强化资源支持弱化过程监管等三方面的政策建议。
<<Recent reforms in government management of social organizations have largely trended toward differential management-administration by organization type. Researchers hold various views of this approach. Dstinguishing between supportive and operational types of social organizations,this article draws on the results of foreign research on supportive-type organizations and demonstrates the possibility of managing operational social organizations through supportive organizations,thereby realizing social self-rule and innovation in the State’s social organization management system. Next,supportive social organizations’ functions as the future hope of the third sector,as cross-sector bridges,and as agents of industry self-discipline are analyzed. In response to areas in which China’s supportive social organizations still fall short,policy recommendations are made concerning increasing their legitimacy,sustaining their scale,and strengthening supervision as they enhance their resources.
