社会企业是近年来在世界各地出现的一种创新型社会组织,不仅有别于政府、企业,也有别于通常意义上的非营利组织,因而引起了广泛的关注,同时也饱受争议。梳理国际和国内有关社会企业的相关研究及其主要观点,可以概括出社会企业的认识框架:认识社会企业的现象与本质两个维度;观察社会企业的公益、市场和文化三个视角;分析社会企业的市场实践、公益创新、政策支持和理想价值四个层次。在此基础上,把社会企业定义为一种介于公益与营利之间的企业形态,是社会公益与市场经济有机结合的产物,是一种表现为非营利组织和企业双重属性、双重特征的社会组织。社会企业的兴起和发展有着特定的历史背景,我国社会企业在发展中形成了自己的特点和特定模式,同时也存在一定问题。在借鉴国外经验的基础上,应建立和完善促进我国社会企业发展的政策框架。
<<Social enterprises are an innovative kind of social organization that have appeared all over the world in recent years. Different from government,enterprises and even NPOs in the common sense,they have attracted a great deal of attention and controversy. By combing through the main academic research and perspectives on social enterprises both in China and abroad,we summarize a framework for understanding social enterprises. The framework has two dimensions:the social enterprise phenomenon and social enterprises’ characteristics. We also have three angles—public-interest,market and cultural angles—from which to observe them. And we analyze them on four levels:market practices,public-interest innovations,policy support,and idealized values. Upon these foundations,social enterprises can be defined as a form of enterprise somewhere between public-interest and for-profit enterprises,a product of the organic combination of the public interest and the market economy,and a kind of social organization combining properties and characteristics of NPOs and enterprises. Their appearance and development have unfolded against a specific historical background. And while social enterprises in China have developed their own characteristics and specific models,there remain certain problems as well. Incorporating experiences and foundations from abroad,policy frameworks should be put in place to promote the development of social enterprises in China.
