新加坡全国职工总会(NTUC)作为新加坡工运中心,不仅为人民行动党长期执政巩固了社会基础,还积极参与推动工业化及产业升级。20世纪70年代以来,一方面,NTUC确定“工运现代化”路线,积极参与劳资政三方代表协商机制(tripartism),协调新加坡劳方利益与国家利益,推动新加坡政治经济稳定发展。另一方面,NTUC改革工会体制,反映劳工雇员的利益需求,积极参与法定部门的决策。由此,以NTUC为中心,新加坡形成一种独特的混合型统合主义(mixedcorporatism)政治-社会关系形态。
Singapore’s National Trade Unions Congress(NTUC),the center of Singapore’s labor movement,has not only served as a base for the Singapore People’s Party’s long-lived consolidation of power,it also actively promotes industrialization and industry revitalization. Since the 1970s,NTUC adopted “labor movement modernization” as part of its platform and participated actively in tripartitie reconciliation mechanisms between labor,capital,and government. In this role,they reconcile labor’s interests with the nation’s interests and advance the stable development of Singapore’s political economy. NTUC also reformed the union system,allowing labor’s and employees’ interests to be voiced,and actively participated in the work of legislative departments. In this,with NTUC at the center,Singapore has come to embody a unique form of the governmental-social relationship:mixed corporatism(混合型统合主义). Based on research of Singapore’s unions,this article focuses on NTUC’s role in two tripartite reconciliation mechanisms,the National Wages Council and the National Productivity Centre,for the period since its adoption of the “labor movement modernization” platform. Borrowing from Europe’s industrialization,the development of corporatism(统合主义)in Singapore is also explored in some depth.
