The paper is a review of the literature on the interactive relationship between the state and enterprises regarding corporate social responsibility （CSR）. This paper analyses the impact of corporate social responsibility on state social policies. The discussion highlights the role played by multinational corporations. China is experiencing major social policy reforms. The relationship between corporate social responsibility and social policy is under reconstruction. We argue that corporate social responsibility needs to be studied in the context of social policy reform.
