>This Chapter introduces Rokkan’s concept of “center formation” and Bartolini’s concept of “system process”,analyzes the contributions made by the process of European nation-building and state-building towards the development of “centers” and “systems” within the territory of the nation state,and discusses the different behaviors of those “centers” and “systems” in the process of European integration. The author concludes that economic and legal institutions inherited from the state-building process shall transform themselves according to functional rules,whereas social and cultural institutions inherited from the nation-building process shall follow the logic of nationality and remain national. During the process of European integration,the social institutions inherited from both nation and state building processes,face dismemberment,under the condition of being squeezed by the dislocated development of nation and state,carrying along only the functional parts. European integration thus reveals a process of “jigsaw pattern state transformation”.
