This study employed the “top-down” model of public policy implementation to analyze the policy implementation of ethnic minority preparatory education policy’s six variables that include（a）policy standards and objectives，（b）available resources and incentives，（c）the nature of the relationship between organizations，（d）characteristics of the executive outfit，（e）the economic，social and political environment，and（f）the implementers’ disposal and response. It also pointed out that the direction of policy adjustment is to focus on efficiency and equity，to improve the precision of policy’s group targeting，intensify the effort of capital investment and fundraising，straighten out the existing management system，and perfect the assessment and evaluation system of ethnic preparatory education.
