本文借用多纳尔德·范米特和范霍恩的政策分析模型对民族预科教育政策的政策标准与目标,可获得的资源与激励手段,组织间关系的性质,执行机构的特征、经济、社会与政治环境,执行人员的处置与回应6组变量进行分析。本文认为民族预科教育政策要以效率和公平作为政策调整的方向,提高政策目标群体的精准性,加大资金的投入和筹措力度,理顺现有的管理体制,完善民族预科教育的考核和评价制度。
<<This study employed the “top-down” model of public policy implementation to analyze the policy implementation of ethnic minority preparatory education policy’s six variables that include(a)policy standards and objectives,(b)available resources and incentives,(c)the nature of the relationship between organizations,(d)characteristics of the executive outfit,(e)the economic,social and political environment,and(f)the implementers’ disposal and response. It also pointed out that the direction of policy adjustment is to focus on efficiency and equity,to improve the precision of policy’s group targeting,intensify the effort of capital investment and fundraising,straighten out the existing management system,and perfect the assessment and evaluation system of ethnic preparatory education.
