Rapid development of tertiary industry is an important mission during the 12^th Five-Year Plan period and years ahead. The economic and social foundation in the development of tertiary industry requires accelerating the transformation of the pattern of economic development，enhance knowledge’s role in production factors and proportion of knowledge factor in revenue，push social consumption structure to upgrade，constantly improve the development environment of the tertiary industry and build an industry institutional system. Additionally，efforts shall be made to high value the function of service innovation in the development of tertiary industry and strengthen research on service innovation，in order to realize transformation and upgrade of various types of enterprises in accordance with their industrial and technological characteristics through diversified service innovation practices.
