Offering financial support to the cultural industry is a strategy for accelerating the development of China’s cultural industry，the features of the cultural industry and the constraints in the development environment，however，lead to the objective existence of the risks involved in the offering of financial support to the cultural industry.Therefore，effective strategies shall be worked out to achieve win-win results，i.e.the rapid growth of the cultural industry and the controllable state of the financial risks.The detailed strategies include：Making high risk funds represented by industrial funds and venture capital the leading force supporting the cultural industry；Entrusting fiscal assets to cultural enterprises for operation in such forms as leasing and entrusted operation；Energetically supporting the M&A among listed companies and magnifying the financing capabilities of cultural enterprises by giving full play to the role of the capital markets；Establishing an intangible asset evaluation & transaction system jointly dominated by the financial and cultural industries and activating the positive role of intangible assets in the financing by cultural enterprises.
