China’s community service industry is a result of China’s social and economic transformation and a carrier of the welfare under market economic conditions that replaces the welfare offered by previous“organizations”；As an undertaking featuring domination by neighborhood committees and participation by all social forces upon mobilization，the community service industry shows a trend of gradual socialization.Based on the established systems，effort shall be made to further improve the institutions and rely on the entire society and market organizations to enhance the overall community services；Effort shall also be made to further widen the coverage of community services，accelerate the development of rural community services and change the unbalanced offering of social services，and to further intensify the construction of community service teams and push for the development of the community service industry.
