京、津地区老龄化形势日益严峻，但养老服务有效供给不足，而河北紧邻京津，在成本、环境、交通、政策等方面具有承接京津养老服务的优势条件，因此河北省应适时借力京津冀协同发展战略，积极推动京津养老服务产业向河北迁徙，构建新型的社会养老机制，打造京津冀养老一体化体系，为承接京、津养老产业做好准备。
