To achieve the grand goal of building moderately prosperous society in 2020，Xiangtan City strengthen guidance，steady progress in economic development，democracy and legal system，culture，people’s living environment and resources. However，due to the short board of unbalanced economic and social development，classified evaluation system is not perfect，imperfect development of institutional mechanisms，Xiangtan City lack of the competitiveness and explosive strength in building a moderately prosperous society. In order to accelerate completion of a comprehensive moderately prosperous society in the process，we must break the crux of the problem，seek the development gap，use accurate force to pad short board，to speed up economic development and upgrading，innovate institutional mechanisms to ensure Xiangtan attaining the goals to build moderately prosperous society on time or even earlier.
