This paper summarizes the main achievements of Changsha City in building moderately prosperous society，and make a comparative analysis of the main problems the current situation of the development，points out the main problems of construction of moderately prosperous society in Changsha. On the basis of the formulation of development time marching on the table，put forward the main task of the Changsha from six aspects to building a moderately prosperous society in the period Changsha “13th-5”：economic development，democracy and the rule of law，culture，people’s lives，resources and environment，accurate poverty. Finally，put forward countermeasures from four aspects to building a moderately prosperous society：organize and coordinate，optimizing environment，policy support and guide public opinion.
