After reviewing the progress of the pilot in Wulingshan Area for the first year, the report analyzed the status, characteristics and evolution trends of each dimension of poverty and subsystem of the self-development capabilities comprehensively, and then proposed the regional development and poverty alleviation thought and countermeasures as following, promoted and led by government, made good use of the initiative of the poor and the non-governmental organizations, followed the area planning, leveraged external assistance, integrated of internal resources, to be "Pilot" boldly on economic development, public services and institutional innovation, overall planning and all-round consideration of multidimensional poverty alleviation in the short-term and self–development ability cultivate in the long-term, ultimately, to make positive interaction between regional development and poverty alleviation by driving and promoting each other. <<
