本文通过文献分析、现状调研等手段,深度分析北京市整体宏观的人才资源现状,主要涉及各类人才分布与需求情况以及特定知识产权人才的职位变动或流动情况,同时结合知识产权工作部署及产业发展定位,分析各类知识产权人才资源的特点、需求情况、存在的瓶颈、具有发展潜力的领域以及需要政府资源引导和扶持的领域等;同时,综合研究国内外关于人才开发与利用的理论和实践,基于知识产权人才资源现状调研结果,围绕北京市重点关注的知识产权专业人群,提出人才资源开发利用的主要举措包括政策性保障等。本文力图为后续研究以及其他同类研究的开展奠定理论与方法基础,并为人才资源开发利用的相关机制与政策确立提供事实依据支撑。
<<In this report,through document analysis,investigation and other means,the current situation of overall human resource of Beijing was analyzed deeply,mainly involving distribution of various talent and demand,as well as position changes and flowing of the specific intellectual property talent,combined with working deploy of intellectual property right and industry development orientation. It analyzed the characteristics,demands,neck bottle,potential field,which need the guidance and support from government. At the same time,by synthesizing theory and practice about the development and utilization of talents at present,based on the results of investigation on the current situation of human resource,around the intellectual property professionals which should be paid more attention in Beijing,it proposed main measures or policy support to the development and utilization of human resource. This report laid the theoretical and methodological foundations for future research and similar studies,and provided factual basis as support for the establishment of related mechanism and policy of development and utilization of talent resource.
