In this report，through document analysis，investigation and other means，the current situation of overall human resource of Beijing was analyzed deeply，mainly involving distribution of various talent and demand，as well as position changes and flowing of the specific intellectual property talent，combined with working deploy of intellectual property right and industry development orientation. It analyzed the characteristics，demands，neck bottle，potential field，which need the guidance and support from government. At the same time，by synthesizing theory and practice about the development and utilization of talents at present，based on the results of investigation on the current situation of human resource，around the intellectual property professionals which should be paid more attention in Beijing，it proposed main measures or policy support to the development and utilization of human resource. This report laid the theoretical and methodological foundations for future research and similar studies，and provided factual basis as support for the establishment of related mechanism and policy of development and utilization of talent resource.
