中国经济增长正步入新常态,集众智、汇众力,助力中国经济从过度依赖自然资源转向更多依靠人才驱动。作为全国政治、文化、国际交往以及科技创新中心的北京,实现人才驱动经济发展,既是自身发展需要,也是经济全球化下城市间竞争的需要。因此,人才,特别是国际化人才的发现、引进、培养、使用、激励成为关键。北京市委印发了《关于深化首都人才发展体制机制改革的实施意见》,着眼于破除束缚人才发展体制机制障碍,明确了深化改革的指导思想、基本原则,从人才管理体制、机制等方面提出了具体改革措施,形成具有国际竞争力的人才制度,聚天下英才而用之。

Beijing Municipal Party Committee issued “On Deepening the Reform of Capital Talent Development System and Mechanism of the Implementation Opinions”. This policy aims at breaking the barriers of talent development,at the same time,it determines the principle of deepen reform,brings out measures from the aspects of talent management institution and mechanism,establishing an internationally competitive system.
