浙江省在防止领导干部利益冲突的实践中，针对领导干部“以权揽储”等问题，建立了以招投标为主要方式的公款竞争性存放管理机制，较为有效地遏止了领导干部“以权揽储”问题，提升了公共资金的管理使用效益，为新形势下防止利益冲突、更加科学有效地防治腐败提供了新的思路和手段。
<<As an effort to avoid leaders’ conflict of interest，Zhejiang Province build a competitive mechanism for public funds storage in order to solve the problem of power intervention in public funds management.
