The UK is the cradle of modern industrial civilization，the modernization of its social governance has experienced a long time. The UK government has made a series of laws and regulations，established perfect legal system and social systems of municipal administration，welfare，social security，social worker，public security，etc. through unremitting social governance，thus ensuring the healthy functioning of the whole society，enabling citizens enjoy the benefits of modernization and avoiding drawbacks brought by the modernization. The concepts and laws revealed by the social governance innovation in the UK are of great important to Henan for reference in promoting the modernization of its social governance. This paper makes detailed historical analysis and comparison of the historical process of the social governance between the two countries. And，it sums up the main mode of the social governance，summarizes and analyzes the main characteristics and problems of the social governance in both countries. Then，on the base of these，this paper concludes that the UK social governance has the important enlightenment for the practice in Henan province，that is，we should pay more attention in the aspects of concept，structure，measures，mechanism，policy，capacity，etc. in the social governance. Through the systematic analysis of the present situation，differences and problems between the two countries，considering the practical needs of development of social governance in Henan，this paper identifies the best combination in social governance between Henan and the UK and provides some well-directed and practical cooperation projects in areas of higher education，pension，medical treatment and urban-rural integration. Finally，the paper puts forward serious of systematic and comprehensive countermeasures and suggestions on promoting the Sino-British cooperation in social governance. It is hopeful that this paper will provide rich reference for the innovation and development of social governance in Henan province.
