本章梳理了社会扶贫的历史背景与当代发展，介绍了定点扶贫、东西协作扶贫、军队和武警部队扶贫、企业扶贫、社会组织扶贫、公民个人积极参与扶贫开发等社会扶贫现阶段的六种模式的主要形式、现状与成效、核心经验等，指出了社会扶贫存在的问题，提出了发展社会扶贫的对策建议。
