2016年在供给侧结构性改革和经济增速继续下滑的背景下,职工就业企稳回升,但结构性矛盾愈加凸显;职工工资增长趋向稳慎,国务院发文全面治理工资拖欠;阶段性降低社会保险费率,职工延迟退休政策出台在即;职业安全继续稳定向好,《职业病防治法》仓促修改拆掉职业病预防两堵墙;劳动争议高位盘桓,群体性事件有所回落。工会改革取得新的进展:重构各级工会职能定位,优化组织体系框架;推进干部队伍多元化,遴选制与专挂兼结合并行;实施以职工为主体的工作制度;以网络化和社会化为方向,拓展工会工作新领域等。最后,本报告对供给侧改革中的劳工政策,即放松管制和增强劳动力市场灵活性做出分析说明。
<<In 2016,under the background of the supply-side structural reform and the downward pressure of China’s economic growth,the employment situation has been stabilized. At the same time,the structural contradiction has become more significant,and the progress of wage increase has been more cautious. The State Council has promulgated policy prohibiting the delay of salary payment. The policy regarding lowering social insurance premium rates and the deferment of retirement will be promulgated soon. The situation of occupational safety maintains at a stable stage. Law of the Peoples Republic of China on Prevention and Control of Occupational Diseases removes the barriers in the process of the prevention of occupational diseases. On the other hand,the amount of labor disputes keeps increasing,while the amount of collective actions relating to labor dispute has been decreasing slightly. The reform of Labor Union has made new progress:all levels of unions have relocated their functions;the organizational framework has be optimized,the management team has been diversified;both the appointment system and the part-time members have been implemented;the working arrangement has re-oriented towards employee-centered structure;new areas of labor union have been explored with better networking structure and socialization mode. The paper also carries out analysis on the labor policy in the areas of deregulation and the improvement of labor market flexibility under the background of the supply-side structural reform.
