With the constant improvement and innovation of the Tridimensional Prevention and Control System of Public Security，the overall situation of public security tends to be smooth and orderly. In 2016，the domestic terrorism has been effectively curbed；however，the international cases of terrorist crime take place frequently，which indicates higher risk of terrorism. In our society，the personal safety of the general public has been improved，whereas the property safety is facing a significant challenge. Along with the structural optimization and power conversion at the new era，the number of dispute mediation cases is gradually increased，and the dispute resolution mechanism has played an important role in reducing the public security cases. Illegal fund-raising crime，special types of community safety and logistic delivery safety are becoming the three “new dilemmas” of the prevention and control of public security. The authors suggest that it is important to promote a healthy and orderly operation of public security in the aspects of propelling the construction of network information prevention and control system，enhancing the capability of community safety and building a safety regulation system of the logistic delivery.
