Hong Kong public libraries，after more than 50 years’ development，have formed a relatively perfect service system to offer public readers services with high-quality and great efficiency. With the help of the partnership and persevering promotion activities of community libraries，the public cultural services has been enjoying a higher level of effectively sharing among the public，which is inseparable from the volunteer service support with Hong Kong characteristics. Hong Kong’s volunteer service，from the volunteer management and the protection mechanism to the evaluation and incentive mechanism，has enjoyed a long history of development and has formed a perfect system. On this basis，the public cultural services and volunteer service can be closely combined in the field of public libraries.
