Taiwan is the second areas in the world where formulates the legal about volunteer service and it has formed a more perfect legal institution of volunteer service. In terms of cultural volunteer service，Taiwan Ministry of Culture promulgated and revised the Incentives for Cultural Volunteer Service to encourage people to participate in the cultural volunteer services and promote the vigorous development of cultural volunteer service in Taiwan. The experiences of its system construction are mainly reflected in establishing the perfect legal system of volunteer service，encouraging the public sectors to use volunteers，improving the management system and operation mechanism，perfecting the security mechanism，evaluation and incentive policies，establishing unified volunteer service records，commendation and education platform.
