After the 2010 Shanghai World Expo，the cultural volunteer teams have been expanded gradually，the service subjects have become further clarified，the service forms have been enriched constantly，service contents have further been refinement，the concept of cultural volunteer service have been formed gradually. In 2013，Shanghai for the first time planned to carry out the cultural volunteer work from the municipal level，and also the Shanghai Cultural Volunteer Service Base was established. In 2015，Shanghai Cultural Volunteer Service Corps was incorporated in Shanghai Volunteers Association. The cultural volunteer service system in Shanghai has entered the overall planning and development period.
