Beijing takes the lead in establishing the cultural volunteer service system all over the country. In the past five years，it has constructed three-level network system of cultural volunteer service based on the city，districts and streets，which includes the Beijing Cultural Volunteer Service Center as the leader and 21 sub-centers affiliated to it. Beijing has set up regular reserves，standardized management，normalization services，brand cultivation and project configuration of cultural volunteer services. It provides a high level of non-profit cultural services for the general public by actively carrying out cultural volunteer service.
