The undergraduate cultural volunteers in universities and colleges are vital forces of cultural volunteer service. Compared with other volunteer teams，the undergraduate cultural volunteers have higher cultural qualities，a wide range of professional fields，but they also belong to different administrative systems and are high mobility. In order to strengthen construction of cultural volunteer teams in universities and colleges，it is necessary to take some measures such as strengthening the interaction and linkage among the administrative departments，flexible management，multi-dimensional supporting，comprehensive coordination and the standardization construction of administration of cultural volunteer service in universities and colleges.
