非政府组织是非遗保护的重要力量。在《保护非物质文化遗产公约》(以下简称《公约》或“2003年公约”)框架下,联合国教科文组织与非政府组织就非遗保护建起一套相对严整的合作程序。通过申请认证机制,获得认证通过的世界各国非政府组织可向联合国教科文组织保护非遗政府间委员会提供咨询服务,参加《公约》缔约国大会、保护非遗政府间委员会常会等;通过竞选,还可成为《公约》框架下审查机构成员。相关非政府组织在《公约》框架下成立了非遗NGO论坛,以此为平台展开一系列非遗保护活动,成效明显。非政府组织对非遗保护的作用正在不断凸显。我国非政府组织应主动加强对国际非遗发展动向的学习,掌握和熟悉有关国际规则,发展持不同宗旨和定位的非政府组织,对基层非遗非政府组织的注册费用实施优惠或减免,探索非政府组织与政府在非遗保护领域的合作机制,推动国内非政府组织不断参与到非遗保护过程中来。
<<Non-governmental organizations (NGOs) are important forces in safeguarding intangible cultural heritage (ICH). UNESCO builds up a set of strict co-operating system with NGOs little by little. NGOs that meet the criteria for accreditation and set out the Operational Directives of the 2003 convention may request to be accredited by the General Assembly to provide advisory services to the Committee. Accredited NGOs can attend the General Assembly of States Parties to the 2003 convention and the sessions of the Committee as observers. Accredited NGOs also can become one of Evaluation Body’s members through election campaign. Moreover,accredited NGOs formed The ICH NGO Forum as the platform for communication,networking,exchange and cooperation. In a word,NGOs play a more and more important role on the safeguarding ICH. NGOs and other organizations must make full use of the international regulations about ICH in China. At the same time,our country should attach importance to foster NGOs with different roles on safeguarding ICH. Government should not only make grassroots NGOs enjoy the preferential price of enrollment fee or even no charge,but also explore cooperation mechanisms with NGOs to strengthen the capacity of the safeguarding ICH in China.
