在“国际化”与“现代化”双重语境之下,寻找“继承”与“创新”的平衡点,激发传统技艺的创造活力,使传统美术作品进入当代生活,是本年度传统美术类非遗保护与发展领域的热点问题。传承教育、产权保护和品牌建设、基层社区传承生态保护,则是实践保护工作的重点和难点,其中“传承教育”又是重中之重。对此,首先应继续推进现代校园教育和传统师徒教育的融合与互补,尤其要充分利用高校教育资源,提高传承人培养的质量和效率。其次,传统美术行业内部应自觉革新,制定行业标准,政府部门加强监管、完善法律法规,从而全面提高传统美术行业的产权保护和品牌建设意识。最后,基层政府需结合区域特性,制定有针对性的传统美术保护政策,传承人群体亦当提高传承与创造的热情和积极性,共同维持基层社区文化生态良性发展。每一种传统美术项目都承载着悠久的历史记忆和深厚的文化传统,但在新的时代背景和文化语境中,应该让传统美术回归普通人的日常生活,推进传统美术文化生态保护乃至重建,从而真正确保其可持续发展。
<<Within the dual context of internationalization and modernization,the hot issues of the safeguarding and development of Traditional Art Intangible Cultural Heritage in 2015 include seeking the balance between inheritance and innovation,stimulating the creativity of traditional techniques and skills,and making traditional art works blended into contemporary life. In practice,the keys and difficulties are inheritor education,property rights protection,brand building,and culture-ecology protection of grass-root community. Among them,inheritor education is the top priority. Accordingly,the integration and complementation of traditional apprenticeship and modern education should firstly be impelled,while fully utilizing the educational resources of colleges and universities to advance the quality and efficacy of inheritance education. Secondly,the insiders of traditional art industry should formulate industry standards and consciously make innovation;meanwhile,government is supposed to strengthen supervision,improve laws and regulations. Only in this way will the awareness of property rights protection and brand building be improved comprehensively. Finally,grass-root government agencies need to make the pertinent safeguarding policy for traditional arts with reference to their regional characteristics. Simultaneously,bearer groups ought consciously to raise their passion and enthusiasm of inheritance and creation. In a word,a favorable development of grass-root community cultural ecology could be maintained by various circles of the society. In the new era and the new cultural context,we should let the traditional art return to our daily life and promote the culture-ecology protection and reconstruction of traditional art,although every traditional art bears a long history of memory and profound cultural tradition. Only on this basis will the sustainable development of Traditional Art Intangible Cultural Heritage will come true.
