The article presents an overview about the course of development and the achievements of the Shanghai Cooperation Organization（SCO），as well as an analysis of the difficulties and challenges the organization meet，particularly the effect that the regional situation and the relations between big powers posing on the further development of the SCO.

The article notes that based on the consolidation of the existing cooperation，the SCO should strive for exploring new areas of cooperation. Considering the SCO，to expand common interests demands is a prerequisite for development，and means of development is only to continue the cooperation on security，simultaneously to strengthen the economic and cultural cooperation and upgrade the level of bilateral relations.

The author believes that the SCO pursuits equality，mutual benefit，and common prosperity on economy and upholds “Neo-security concept” which cooperation promotes security. The “neo-security concept” is in line with the realities of the countries of the region and long-term development of relations，and initiates a representative new model.

The article also highlights the goal of the SCO’s future development and the important issues it needs to solve，as well as asserts that the SCO will be an “in-ward” international organization in a fairly long period of time，aimed mainly at solving internal issues that member states both concerned about.

The conclusion drawn by the author is that the SCO possesses favorable foundation，so it will be an important backbone to safeguard the regional stability and security and promote development and prosperity of each country，therefore，the SCO’s function cannot be underestimated.
