In the world economic history，there have occurred successively three manufacturing centers，England，American and Japan. This transferring progress has shown that that can be ranked as the “World Factory” should possess the basic conditions on such aspects as industry power，foreign trade，technology，banking and trade environment. Compared with the status of China’s industry，though China currently is barely in embryo，it can not be really titled the “World Factory”. There has existed a big gap between China and the main developed economies in manufacturing sector，but China has already got so much superiority. In the process to be the “World Factory”，China should proceed with it gradually by stages，in batches and on different levels according to the developments of different enterprises，industries and sectors.
