This study suggests that the municipal disabled persons’ federationfurther strengthening the work in propaganda and mobilization，system construction，project Settings，relationship coordination，implementation process，project evaluation，database construction and so on，in order to promote Disabled Persons Federation of district and counties to carry out smoothlyassistive service purchase from societal forces.
