区县残联推行购买社会力量助残服务,其根本宗旨在于提高服务对象的满意度。区县残联在了解服务对象需求、助残社会组织能力方面有着明显的优越性。此外,这也有助于建构起一套责任与风险共担的模式,推动区县残联的职能转变和社会组织的能力培育。当前,区县残联推进政府购买助残服务,存在经费配置关系不清、管理人员配置及业务能力有待提高、社会组织承接能力不足、社区配合程度较低、项目的可持续性和可复制性较差等困难。本研究建议市级残联在宣传动员、制度建设、项目设置、关系协调、实施过程、项目评估、数据库建设等方面进一步加强工作,以促进区县残联向社会力量购买助残服务工作的顺利推进。
<<Disabled Persons Federationofdistrict and counties carry out assistive service purchase from societal forces,which fundamental purpose is to improve the satisfaction of the service object. The obvious advantages of Disabled Persons Federation ofdistrict and counties is to understand the demand of service object andthe ability of social organization. In addition,it also helps to construct a set pattern of responsibilities and risk-sharing,promoting the function of Disabled Persons Federation of district and counties to change and social organization’s ability to cultivate. Currently,to promote Disabled Persons Federation of district and counties carry out assistive service purchase,there are some difficulties,Because a budget allocation relationship is not clear,management staffing and their ability needs to improve,the acceptance capability of the social organizations is insufficient,community matching degree is low,the sustainability and replicable of the projects is poor. This study suggests that the municipal disabled persons’ federationfurther strengthening the work in propaganda and mobilization,system construction,project Settings,relationship coordination,implementation process,project evaluation,database construction and so on,in order to promote Disabled Persons Federation of district and counties to carry out smoothlyassistive service purchase from societal forces.
