Community Youth Exchange is the innovation of the Beijing Communist Youth League in the practice and exploration of the social construction of the capital and the role of the people’s group hub. This paper reviews and summarizes the practice process，top design，development status and effectiveness of the community youth exchange in Beijing，and then discusses its implications for people’s organizations to play the role of “hub” type social organizations.
