Since the 18th National Party Congress，to adjust government function，and innovate the system of social governance，becomes one of the major priorities that local government energetically explore. In this background，the essay investigates residents’ need，service capacity of community-level NGOs and explores whether those two parts match one another. After that，with reference to international experiences and strategies，we identify problems，spot shortcomings and suggest further direction for future work. In the end，we put forward a model of the Comovement of Community，NGOs and Social Worker，to facilitate a purchasing platform for government purchase of services from NGOs，and hope this could promote and better the community service of Haidian District.
