澳门已属老龄化社会,也即将发展为世界旅游休闲中心,提供优质医疗服务是特区政府一项重要的施政目标。提供优质医疗必先着眼于人员的培养,《医疗人员专业资格及执业注册制度》是提升专业人员素养的重大法制工程。同时,一个全面而详尽的人力资源现状评估与规划也是不可缺少的。纵观15类医疗专业人员中医生和护士的人力现况可知:医生人力资源在数量上相对充足,但缺乏医学院在医生专业生涯中的系统培养;护士人力资源不足且团队组合不合理,晋升机会不足,让入行者望而却步。随着高等教育机构提供的本地医学专业基础教育课程逐渐增多,医学专科学院的筹办,卫生、教育与社会工作部门的合作对提供优质医疗服务将发挥积极作用。本文提出加强医疗人员的招聘与培养、全面的人才规划与优化管理、倡导正向执业环境三个提升医疗人力资源水平的建议。
<<Due to an ageing society combined with the development towards the world centre of tourism and leisure,the Macao SAR government is paying attention to the provision of quality health care. Nurturing and enhancing health care professionals are the prerequisites for quality health care,and the Qualification,Practice and Registration Regime for Health Care Professionals is a significant legal endeavour in enhancing the calibre of health care professionals. Meanwhile,a comprehensive and thorough assessment and planning on the current state of manpower is also indispensable. In terms of manpower,the quantity of doctors is relatively sufficient,whereas there is an absence of local medical school to offer systematic training to doctors along their professional career. On the other hand,nurses face the problem of manpower shortage,while unreasonable formation of teams and limited promotion opportunities undermine the passion of new entrants. The increasing number of fundamental medical programmes offered by local higher education institutions,the planned establishment of specialist medical school,as well as the joint efforts of health,education and social welfare departments demonstrate a huge significance for the provision of quality health care in Macao. This article puts forward three suggestions on the enhancement of health care manpower,namely through expansion of recruitment and nurture of health care professionals,comprehensive talent planning and optimised management,and initiation of positive practice environment.
