This article summarises the content of gaming industry mid-term review in legal，contractual，regulatory，VIP rooms and social cost aspects. It provides a brief review of the liberalisation of Macao’s gaming industry，and discusses the issues of the opening process and the development trend in the future. This article argues that the community of Macao should not lose confidence in the future while gaming revenue is on decline. On the contrary，the government should examine the defects of the legal system，regulation and related policies in the gaming industry through this mid-term review.
