2015~2016年是中国收入分配领域的重要年份。在宏观收入分配改革方面,国家“十三五”规划明确了收入分配改革的方向,人力资源和社会保障事业发展“十三五”规划纲要设定了收入分配改革的路径,深化收入分配改革加速推进。在机关事业单位收入分配改革方面,多个政策密集出台,实施机关事业单位工作人员养老保险制度改革;调整机关事业单位基本工资,建立正常增长机制;实施县以下公务员职务与职级并行制度;实施乡镇工作补贴政策;出台专业技术类和行政执法类公务员管理规定。在企业收入分配改革方面,正式实施中央管理企业负责人薪酬制度改革方案,部分省份发布企业工资指导线,部分地区发布最低工资标准,退休人员基本养老金水平实现“十二连调”。
<<2015-2016 is a critical year for reform of income distribution in China. The orientation of the reform of micro-income distribution has been specified in the “13th Five Year Plan”. While the approach to reform of income distribution has been stipulated in the 13th Five Year Plan for National Human Resources and Social Security Development,deepening reform on income distribution has been accelerated. With regard to reform of income distribution in public service units,a number of reform policies were launched within a short time,including implementing reform of old-age insurance of employees of public service units,adjusting basic salary in public service units by establishing a rational salary increase mechanism,realizing posts and ranks parallel system for civil servants below county level,carrying out subsidy policy for township and town level civil servants,introducing management regulations for professional technical and administrative law enforcement personnel. In terms of reform of income distribution in enterprises,the reform plan of salary system of high level officials at state-owned enterprises has been carried out. In some provinces,guidelines for salary standards have been released,and in some regions,minimum salary standard has been released,and basic pension of retired people has seen a consecutive increase for 12 years.
