    我国人才政策创新与发展

    摘要

    党的十八大以来,我国人才政策创新持续推进,鼓励人才创新创业政策支持力度加大,人才政策开放度不断提升,深化人才发展体制机制的改革提上议事日程,人才政策创新促进人才工作取得明显成效。同时,我国人才政策制定和实施过程中还存在政策价值的效率与公平、政策协同和整合、政府主导与市场作用发挥等方面的问题。“十三五”时期,我国应进一步完善人才创新创业政策,并尝试构建现代化的人才发展治理体系,加强人才管理法制建设,为更好地开展人才工作提供制度保障。

    Abstract

    Since the 18th CPC National Congress,the talent policy innovation of China has been continuously promoted. Policies encouraging innovation and entrepreneurship are strengthened. The openness of talent policies keeps being enhanced. The deepened reform of talent development mechanism and institutions are becoming priorities. Talent policy innovations greatly enhanced the talent management. Meanwhile,problems still exist in the formulation and implementation of talent policies in China,including the efficiency and equity of policies,the coordination and integration of policies,and relations between the dominance of government and the role of market. During the period of “13th Five-Year Plan”,it is necessary for China to further improve policy innovation and entrepreneurship policies. It is of great importance to build a modernized policy development governance system and to strengthen the legal framework of talent management,so as to provide institutional guarantee to better manage talent.
