中国洛阳牡丹文化节始于1983年的洛阳牡丹花会,2011年升级为国家级节庆后取得重大突破。课题组对第29届(2011年)~第33届(2015年)节庆活动进行全程跟踪调研,发现“十二五”期间中国洛阳牡丹文化节对城市公共文化建设的推动作用日益凸显,主要表现在“文化惠民”目标的实现、公共文化氛围的提升和城市文化形象的升级,未来文化节要推动“供给侧改革”、实现节庆服务水平的均等化,创新宣传模式、彰显城市公共文化的节庆要素,提高参与度、确保民众公共文化活动的主体地位,持续保持其在公共文化服务和城市文化发展中的重要地位。
<<The predecessor of Luoyang Peony Festival in China is Luoyang Peony Flower Show,dating from 1983,since 2011 when it has been upgraded as a national festival,it has made a great breakthrough. Based on the research from the 29th(2011)to the 33th(2015),the team found that Luoyang Peony Festival have prominent influence on the development of public culture construction in city,especially in the achievement of “Cultural Huimin”、the promotion of public cultural atmosphere and the update of the cultural image of Luoyang,In contrast to the character of other Cultural Festival,Luoyang ought to promote “The Supply Side Reform”,achieving the equalization of services,innovate the mode of propaganda,highlight public cultural elements in festival,increase participation rates、highlight the principal status of people,this can keep the important position of Luoyang Peony Festival in public cultural services and the town culture development in the future.
