根据联合国秘书长有关死刑问题的报告,世界上已经有80%的国家和地区废除了死刑。但是,世界上的人口大国大多保留死刑。然而,无论是就执行死刑的频率、被处决人数占人口比例还是就绝对处决人数而言,大部分保留死刑的人口大国并非“死刑大国”。尽管人口大国可能难以废除死刑,但人口众多并不意味着必须频繁地、大量地诉诸死刑。
<<In accordance with the most recent report on the death penalty of the Secretary-General of the United Nations,more than 80% countries and territories in the world have abolished the death penalty. Most countries with large populations have not abolished the death penalty. They are however not “big countries in terms of the death penalty” with respect to the frequency of executions,the rate of execution or the number of the persons executed. Countries with large populations may have difficulties to abolish the death penalty. But the sheer number of the population does not mean that they must frequently and largely resort to the death penalty.
