通过对地球气候系统的全球观测,可以确认气候的变率和变化程度以及认识其变化原因。1992年,由多个国际组织发起并制定了全球气候观测系统(GCOS)计划,发展了基本气候变量的概念和标准,有序实施了涵盖大气、海洋和陆地三大领域的行动计划。面对日益增长和不断变化的国际社会对气候观测和气候信息服务的需求,GCOS将于2016年底前发布新的实施计划,重点关注适应和减缓气候变化及其区域影响,以建立支持气候服务及有助于了解气候系统的综合气候观测系统。我国宜综合考虑中国区域气候及其变化特征和具体国情,加强顶层设计和统筹规划,稳步推进中国气候观测与气候信息服务的现代化。
<<Through observing the global climate system,the climate variability and magnitude of the climate change can be confirmed and the cause for the climate change can be further understood. In 1992,the Global Climate Observing System(GCOS)programme was co-sponsored by several international organizations,in which the concept of essential climate variables was introduced. These variables cover atmospheric,oceanic and terrestrial observational data. In response to the increasing demand for the climate observation and climate service by international society,GCOS will release new implementation plan at the end of 2016,with emphasis on the adaption to the climate change and regional climate impact. This will provide additional support to the climate service and promotion for the comprehensive climate observation system. In consideration of the characteristic of the regional climate change and specific national conditions,China should strengthen top-level design and overall planning,and steadily promote the climate observation and modernization of climate information services.
