To improve the county cultural demand in Hubei province to meet the level for the entire Hubei province has a crucial to enhance cultural soft power function. The report to mass County Culture in Hubei Province needs to meet the situation of the evaluation from the perspective of，relying on survey data，descriptive statistics，factor analysis，from the use of the construction of cultural facilities，cultural facilities quality，cultural facilities，spiritual and cultural needs of the four dimensions of empirical analysis the counties in Hubei Province cultural needs satisfaction. Analysis showed that counties in Hubei Province for the construction of cultural facilities need to be improve cultural facilities and quality to be improved，the cultural facilities use is not ideal and the need of mass culture is strong，improve counties in Hubei Province cultural needs meet level must be to enhance the cultural quality guarantee，strengthen the awareness of cultural security，clear about the cultural security orientation of the three aspects from the start.
