The rapid development of a market economy,the increasing diversity within the social structure and the speeding adjustment in the government function has all contributed to the growth of Non-Government Organizations (NGOs). Since the Reform and Opening-up,NGOs in China have blossomed,with more diversity and better structure,accelerating the market economy,political reform,and social service provision,as well as mediating in international cooperation and exchange,and strengthening the party’s leadership over the society. NGOs in Shanghai are yet in the early stage of their growth,thus confronting various difficulties and dilemma which makes a huge lag in terms of both domestic demands and international standards. The development and management of NGOs is still an arduous long-term strategic mission. To achieve our goal,we need to further strengthen the self-regulating capacity of NGOs,to improve the environment where NGOs get nurtured,to perfect the institutional management of NGOs,and to deepen the party construction in NGOs.
