The most important mission of the Shanghai Federation of Returned Overseas Chinese （SFROC） is to serve for the oversees Chinese，safeguard the rights and interests of returned overseas Chinese and their family members，and overseas Chinese abroad，inspire their enthusiasm and creativity，and give full play to their roles in the development of Shanghai. Since reform and opening up to the outside world，the SFROC has established a service mechanism based on four-level work network，which focuses on the problems which the overseas Chinese concern the best and hope to solve as soon as possible，and create a lasting effective mechanism to serve for them. Meanwhile，it actively represents their opinion，participate in deliberating and administration of state affairs and enhance the quality of service for the overseas Chinese. The current problems facing the SFROC of are：the weaker of the function of FROC in the departments of the Party and government；difficult to operate of FROC in some holding corporation；lack of funds of FROC in University and college；unbalanced development of leaders handling overseas Chinese affairs；hard to assert overseas Chinese’ rights；and insufficient to integrate the resources in the circle of overseas Chinese.
