Public service-oriented government has the characteristic of people-centered，responsibility，transparency，legality，performance and probity. Since 1990’s，Shanghai Municipal Government has taken “performing real deeds for citizens” and “supervising the general mood of government and trade” as the key point to build a service-oriented government. It has got real effect over a long-term persistence. The types and contents of the real deeds has changed greatly and created a comparatively sound pattern of institutionalized and normalized operation，which wins a higher recognition from the public. However，we still need to enlarge the public’s right to learn the truth and right to choose，and need to constitute the mechanism of social feedback and public assessment. The supervision and assessment of the general mood of government and trade should shift its priority from addressing only the symptoms to addressing both the symptoms and the root-causes. A sound assessment mechanism of the general mood of government and trade has a positive function to build a clean and honest government，to make the government affairs known to the public，to deal with the serious problems of violating the people’s interests，and improve social morality. But we still need to create a complete supervisory mechanism （including all aspects and overall process） and scientific assessment method.
